全民健康保險所保障的國人醫療權益並不僅限於國內之診療行為，國人出國後如發生緊急病症需立即就診者，民眾可於回國後向健保局申請健保給付。
依全民健康保險法第55 條第2款之規定，被保險人「於臺灣地區外，因罹患保險人公告之特傷病、發生不可預期之緊急傷病或分娩，需在當地聚事服務機構立即就醫」，得於回國後向健保局申請核退自墊醫療費用。而依「全民健康保險自墊醫綦費用核退辦法」第3條之規定，所謂「緊急傷病」包括：橱吐、腹瀉、急性腹痛、胸痛等需要緊急辨明病因之病症及急性過敏、出血、重大意外導致之急性傷害等數十種病症。
如有「核退辦法」第3條所明定之各項病症在國外就診時，得於回國檢附醫療費用收據正本及費用明細、診斷書或證明文件、當次出、入境證明文件影本等資料，申請健保給付。

Taiwan's National Health Insurance (NHI) doesn't only cover medical treatment within the country. If a person becomes seriously ill or has medical emergency while abroad, they can still apply for NHI reimbursement after returning to Taiwan.
According to Article 55, Paragraph 2 of the National Health Insurance Act, "those outside of the Taiwan area who are afflicted with special illnesses as determined by the Insurer and requiring local medical care due to unforeseen illnesses or emergency childbirth," they may apply for reimbursement of out-of-pocket medical
expenses after returning to Taiwan. Under Article 3 of the Regulations for National Health Insurance Reimbursement of the Self-advanced Medical Expenses, the term "emergent injury" includes conditions such as vomiting, diarrhea, acute abdominal pain, chest pain, or any symptoms requiring urgent diagnosis, as well as acute allergic reactions, bleeding, or injuries caused by serious accidents - among any others.
If you receive medical treatment abroad for any of the condition listed in Article 3 of the Regulations for National Health Insurance Reimbursement of the Self-advanced Medical Expenses, you may apply for NHI reimbursement after returning to Taiwan.
To do so, you need to submit the following documents: the original receipt for the medical expenses, a detailed breakdown of charges, a medical certificate or diagnosis, and a copy of your entry and exit records for the trip.
